Baidya proposing revolt road map

KATHMANDU, Dec 26: Senior Vice-chairman of UCPN (Maoist) Mohan Baidya is preparing a separate political document stressing the viability of “people´s revolt”, concluding that past attempts at launching revolt failed due to unwillingness of the party´s leadership.

Baidya remained busy preparing the document and did not participate in the meeting of his faction as he is supposed to present the paper at the party´s central committee meeting on Monday.

“Kiranji´s [Baidya] document will be a totally forward looking one and contest Chairman Pushpa Kamal Dahal´s document which is status-quoist,” politburo member Kul Prasad KC, who is close to Baidya faction, said.

According to KC, Baidya´s document will reflect the spirit of the Palungtar plenum held last year that decided that the party should launch revolt if obstacles come in the way of concluding the peace and constitution writing.
Baidya in his document will contest Dahal´s document presented at the central committee meeting on Saturday. Dahal has claimed that the party´s past attempts at launching revolt failed because of domestic and international political environment.

"The people´s revolt failed due to unwillingness of Chairman Dahal, not because of the party and any political environment,” said KC about Baidya faction´s conclusion on the Dahal´s document, adding, "The document will propose road map and programs to prepare grounds for the revolt.”

According to sources, Baidya´s document will propose some concrete and immediate programs that party should carry out to launch the revolt.

“The document will elucidate the four preparatory plans and four bases to prepare ground for the revolt,” said the source. The plans and bases were very popular during the Maoist insurgency. In addition, he is going to propose roadmap to increase intervention in the government, parliament and street to prepare grounds for the revolt.

Similarly, Baidya´s document is going to specify that the leaders who propounded the political line should also lead the party as attempts at launching revolt in the past failed as the party leadership did not uphold the political line. The Baidya faction claims that the party adopted the political line of Baidya but failed to implement it as the party was led by Dahal.

Baidya will also propose General Secretary Ram Bahadur Thapa to lead the new government, concluding that the present Baburam Bhattarai-government has failed.

Meanwhile, leaders from the Dahal and Baidya factions said they are not hopeful of either of the documents contributing to party unity.

“Why did the chairman´s document not address the issues of party unity raised by the Baidya faction?” questioned politburo member Bishwabhakta Dulal, who is close to Dahal.

“How will the chairman´s document address issues raised by Baidya when he advocates a completely different political line?”

Another politburo member Haribol Gajurel, who is close to Dahal, is not optimistic either.  “The scenario does not look bright for unity between the two factions,” said Gajurel.

Meanwhile, leaders from the Baidya faction held a separate meeting at Kupondole, Kathmandu on Sunday to discuss their strategies. “The intra-party conflict has turned into a class struggle. How can we move together by surrendering,” said Santosh Budha Magar.
