PLA brass mulls new chain of command

KATHMANDU, Jan 30: With 7,000-plus combatants packing up to return to their homes and the old chain of command breaking up, the Maoist PLA commanders have begun to work on alternative arrangements for managing the remaining combatants.

On Sunday, the commanders held a preliminary meeting to work out a plan for cantonment management, and they have tentatively agreed to shut down two satellite camps under each division, reducing the total number of cantonments from the existing 28 to 14.

There are seven main cantonments and 21 satellite camps where 19,000-plus combatants were housed after their verification in 2007. But the total number of combatants was found to be just over 16,000 during the categorization process, the rest having deserted the cantonments.

Combatants await 'uncertain' retirement

KATHMANDU, Jan 30: Maoist PLA combatants who have chosen voluntary retirement during the recent categorization process are still uncertain about whether they will be sent home as announced by the government.

They said they have not yet been officially informed about the recent government announcement. Only last Friday, they heard over the radio about the government plan to send them home.

But most of the combatants, who have registered themselves for voluntary retirement are mentally prepared for leaving the cantonments and starting a civilian life afresh back home hoping that the retirement process due to begin Tuesday won´t be stalled yet again.

The combatants are now busy packing, meeting comrades and phoning others living in other cantonments to say their final good-bye.

PLA brass won't cooperate with voluntary retirement

KIRAN PUN KATHMANDU, Jan 30: PLA commanders have said they will not cooperate with the government´s plan to give voluntary retirements to combatants saying that the government has not fulfilled the combatants´ various demands. "You may visit the cantonments to begin your work, but don´t blame us if our comrades don´t participate in the process," sources quoted commanders as telling the Special Committee secretariat members, who are supposed to reach the cantonements on Tuesday leading 91 staffers to begin the much-awaited voluntary retirment of the 7000-plus combatants.

50/50 chance of new statute: Dahal

KATHMANDU, Jan 28: UCPN (Maoist) Chairman Pushpa Kamal Dahal said on Friday that there is only a 50/50 chance of promulgating the new constitution because of growing differences between the parliamentary parties and the Maoists.
Addressing a close-door meeting of the party cadres at an orientation organized by the Maoist Tharuwan, Bheri-Karnali and Seti-Mahakali state committees at Chisapani, Dahal, who is also coordinator of the dispute resolution sub-committee under the constitutional committee (CC), said that “chances of confrontation are high as the parliamentary parties [Nepali Congress and CPN (UML)] will not accept our wish for a ‘pro-people’ constitution and we are not at all ready to accept another parliamentary constitution”.

	KIRAN PUN KATHMANDU, Jan 22: Financial statements of the UCPN (Maoist) reveal that the party´s income has increased by 58.4 percent to Rs 132 million and expenditure by 64.3 percent over the last four years.

KATHMANDU, Jan 20: As per their new organizational strategy, the Maoist hardliners will work to finish off the “rightist-revisionist trend” led by Vice-chairman Baburam Bhattarai, and drag Chairman Pushpa Kamal Dahal, who represents a “shaky centrist trend”, into the “revolutionary” fold.

The radicals led by Senior Vice-chairman Mohan Baidya charted out the strategy following their patch-up with Dahal in the recently concluded Central Committee (CC) meeting. 

In a separate cadre-orientation program in Kupandole on Wednesday, senior leaders of the party radical faction had directed the cadres to be ready for new roles in the changed circumstances.

We won't join Bhattarai-led govt: Baidya faction

KATHMANDU, Jan 12: Senior leaders of the Maoist radical faction have countered the claim of the party establishment that they are joining the current coalition led by Prime Minister Baburam Bhattarai and urged the people not to be misled by such reports.

Leaders close to Vice-chairman Mohan Baidya say Dahal was positive about recalling Bhattarai from the government during the meeting on Tuesday and that they were surprised over media reports about them joining the government.

	POST B BASNET/KIRAN PUN KATHMANDU, Jan 5: For nearly two weeks now, the Maoist rival factions have been fiercely condemning each other at the ongoing Central Committee meeting for straying from the “correct revolutionary track” and violating the communist organizational principle of “democratic centralism”, but the tough questions await answers. First, how will the party conclude the ongoing meeting amidst the seemingly unbridgeable ideological chasm and what will be the fate of party unity? And second -- perhaps even more importantly -- what will be the repercussions of the factionalism in the largest party on the larger political scene? Sources say party Chairman Pushpa Kamal Dahal has already appealed to the party radical faction to agree on common immediate programs and conduct “forums” for ideological dissent until a general convention is held.
