KATHMANDU, Dec 26: The entire debate and discussion on choosing a new prime ministerial candidate has finally come to center on the struggle between two leaders of the ruling UCPN (Maoist), Chairman Pushpa Kamal Dahal and Prime Minister Baburam Bhattarai, who is also party vice-chairman.

Until a few weeks ago, the negotiations used to be among leaders from the major political parties, such as UCPN (Maoist), Nepali Congress (NC) and CPN-UML. But lately it has narrowed down to discussions within the UCPN (Maoist).

No Big Rift Between Dahal And Bhattarai

Following President Ram Baran Yadav’s fifth extension of consensus deadline, Chairman of the breakaway Maoist party, CPN-Maoist, Mohan Baidya, seems indifferent to hectic parleys between four major forces. He believes the ongoing talks are unlikely to lead to lasting solutions without inclusion of all political forces. Bhattarai challenges Dahal's plan on govt change

KATHMANDU, Dec 23: After failing to take a decision either to give continuity to Baburam Bhattarai´s current government or to support NC President Sushil Koirala as the candidate for new prime minister, the ruling UCPN (Maoist) has entrusted the party´s office-bearers with the responsibility of taking the decision on government leadership.
The eagerly awaited extended meeting of party office-bearers [former standing committee members, bureau in-charges and state committee coordinators] held in Kathmandu on Saturday, also increased the confusion in the Nepali political firmament.

UCPN (Maoist) unlikely to support Koirala as new prime minister

KATHMANDU, Dec 21: As all eyes are on the ruling UCPN (Maoist) party´s much-awaited meeting that is to decide the party´s official position on government leadership, the very first meeting on Friday indicated that forcing Prime Minister Baburam Bhattarai to quit would be a tough task for party Chairman Pushpa Kamal Dahal.

Though opposition leaders closely involved in inter-party negotiations claim that Dahal is very much positive about ending the political deadlock, Bhattarai-camp´s projection of Nepali Congress (NC) prime ministerial candidate Sushil Koirala as anti-federalist is going to be a hard nut for Dahal to crack. Dahal would be lebelled anti-federalist if he supports Koirala´s candidacy.

According to leaders attending the meeting, Dahal clarified that he has not reached any understanding with other parties against the party´s earlier decision to stake the party´s claim to government leadership. They said while Bhattarai was aggressive during the meeting, Dahal spent most of his time clarifying that he has not taken any decision keeping Bhattarai in the dark.

KATHMANDU, Dec 20: In a clear sign of the widening rift between Chairman Pushpa Kamal Dahal of the ruling UCPN (Maoist) and Vice-chairman and Prime Minister Baburam Bhattarai, the latter boycotted a party office-bearers´ meeting on Wednesday that was supposed to decide the official party position on whether or not to quit government.

The rift in the ruling party has widened at a time when party Chairman Dahal is positive about handing over government leadership to Nepali Congress President Sushil Koirala while the prime minister is insisting on leaving office only after the NC and CPN-UML join the present government to transform it into a national consensus government.

One after another well-dressed men enter the big building. Most of them look well fed, the accumulated calories now showing in their oversized bellies. They come in vehicles with multicolored flags fluttering from hoods, their big wheels raking up mini-gusts of dust.
Watching the little eddies of dust are over three dozen women in a field nearby, many with little babies pressed to their chests. The threadbare garments on their bodies seem to be waging a losing battle against the bitter December cold.

There is heavy presence of security forces to stop them from entering the building.

This is the scene outside the UCPN (Maoist) head office at Perisdanda. The people sitting on the ground are ‘disqualified’ PLA who have been on a relay sit-in protest since Nov 25.

Dahal-Bhattarai rift surfaces yet again

KATHMANDU, Dec 13: Barely six months after the top UCPN (Maoist) leaders claimed that the factions within the party had been dissolved for good, rival factions of the Maoist trade union close to Chairman Pushpa Kamal Dahal and Baburam Bhattarai clashed on Monday.

Bikram Rai, Maniram Thapa and Rajan Bista close to Bhattarai and Jhalak Shrestha close Dahal were injured in the incident. Following the incident, trade union leaders close to the Bhattarai faction have filed a case against Dahal faction union leaders.

Golden chance for Dahal: Maoist general convention from Feb 2

KATHMANDU, Dec 8: The long overdue general convention of the ruling UCPN (Maoist) has been rescheduled for coming February 2, in Hetauda.
Earlier, the meeting was scheduled for January 27 in Kathmandu. It will be for five days and can be extended two more days if needed.

The party has not held a general convention for the last 20 years. It had also failed to hold the general convention announced two years ago.

A joint meeting of party office-bearers and state committee coordinators held at the prime minister´s residence at Baluwatar on Friday took the decision to reschedule the general convention.

Why Baidya fielded Badal [Thapa] for PM?

KATHMANDU, Dec 2: While the CPN-Maoist announced the name of its general secretary, Ram Bahadur Thapa, as the party´s candidate for prime minister even earlier than the UCPN(Maoist) and Nepali Congress, a query has arisen whether this is serious or just political posturing.
The CPN-Maoist knowns well that there is slim chance to getting the support of international forces that play a decisive role in Nepali politics and there also seems to be slim chance of support from the major parties, including UCPN (Maoist).
Amid such adverse circumstances, the CPN-Maoist had formally announced Thapa as their candidate for new prime minister on Oct. 30, claming to be the third alternative political force in the country.

Solution through new CA not possible: CPN-Maoist

KATHMANDU, Nov 7: At the time when the major political parties, including UCPN (Maoist), Nepali Congress and CPN-UML, have decided to go for fresh election to the Constituent Assembly (CA), the newly formed CPN-Maoist has opposed their decision saying the CA elected through fresh polls cannot guarantee a pro-people constitution.
The party has maintained that fresh CA poll would only mitigate the crisis currently facing the “reactionary forces”. The central working committee (CWC) meeting of the party, which is concluded on Monday, concluded that fresh CA election is not in the party´s immediate agenda. Instead, the party, sticking to its political line of people´s revolt, wants an immediate roundtable assembly of the political forces and other stakeholders to find a way out of the current crisis.

CPN-Maoist Puts Off Formation Of Own Army

KIRAN PUN/ KATHMANDU, Nov 6: The Central Working Committee (CWC) meeting of CPN-Maoist endorsed the proposal of party Chairman Mohan Baidya on the formation of "armed force” when deemed necessary in future" even as almost all CWC members exerted pressure on the party leadership to form immediately the party´s own “army".

The CWC meeting that concluded on Monday endorsed the political document after Chairman Baidya convinced the CWC members on the reason why he chose the words "armed forces" instead of making an announcement to form "army" immediately in his document.

Beside Chairman Baidya, other office bearers of the party including Vice-chairman CP Gajurel, General Secretary Ram Bahadur Thapa and Secretaries Dev Gurung and Netra Bikram Chand also spoke at the meeting to address the queries raised by CWC members. Almost all CWC members had exerted pressure on the party leadership to replace the words "armed forces" with "army" in the document.

CPN-Maoist CC Members Press Leadership For Forming Army

KATHMANDU, Nov 4: Almost all members airing their views at the ongoing central committee meeting of newly-formed CPN-Maoist have exerted pressure on the party leadership to clearly announce that the party will have its army, while the party chairman in his political document presented at the meeting said the party will form an "armed force" when deemed necessary.
The party´s central committee members are in favor of forming a separate army of the party not by establishing a new force from a scratch but by reorganizing the former People´s Liberation Army (PLA) personnel-YCL cadres, disqualified PLAs during the UN verifications and those who opted for voluntary retirements in the integration process. They had fought against the security forces during the decade-long Maoists´ ´people´s war´.

CPN-Maoist names new principal enemy

KATHMANDU, Nov 1: In a major policy shift, the CPN-Maoist, the breakaway faction of the UCPN (Maoist), has named a combination of political, bureaucratic and ´comprador´ capitalist elements ´protected and guided by Indian expansionists´ as its principal enemy.

According to a political document presented at its central committee meeting by party Chairman Mohan Baidya this past week, the main contemporary contradiction of the Nepali people is with compradors, bureaucrats and capitalists guided and protected by Indian expansionists.

The newly-formed Maoist party also said that a significant change in the political and social situation seen during the past two years had compelled the party to redefine its principal enemy.

Defining of a principal enemy in a communist party´s official document carries special significance because all the activities of such a party are designed and executed to defeat the "principal enemy".

KATHMANDU, Oct 31: Categorizing the parties on the basis of their political character, the CPN-Maoist has labeled the UCPN (Maoist) as a “rightist-revisionist and opportunist” party, claiming the latter has undertaken various anti-national and anti-people activities such as the BIPPA agreement. 

Presenting the party´s political document at the party central committee meeting in Buddhanagar on Monday, party Chairman Mohan Baidya said that the UCPN (Maoist) is the biggest danger for the Nepali communist movement. He also accused the party of confusing the communists and the people. 

"The document does not explicitly name the parties but only hints at them. This has been done deliberately as there is a compulsion to talk them," said a central committee member of CPN-Maoist. 

CPN-Maoist Formally Decides Thapa As Party's PM Candidate

KATHMANDU, Oct 30: Claiming itself to be the third alternative political force in the country, CPN-Maoist has formally announced the party´s General Secretary Ram Bahadur Thapa as their candidate for the post of new prime minister.

During a meeting of the party´s central committee at party headquarters in Buddha Nagar on Monday, the party also called on the Baburam Bhattarai-led government to step down without further delay and that political dialogue should be held on the formation of the new government and its leader. 
Talking to Republica, the party´s secretary Netra Bikram Chand said Thapa should be given the post of prime minister for four different reasons.

KATHMANDU, Oct 15: Birendra BM lost his three family members - his father and two sisters-during the decade-long Maoist insurgency. But he ensured foolproof security to UCPN (Maoist) Chairman Pushpa Kamal Dahal for years.
Birendra provided security to the former supreme commander of the Maoist army from the time Dahal and his family arrived in Rolpa, the Maoist hotbed, until Dahal became the prime minister.
When Dahal arrived in Rolpa, the task of ensuring security to the Maoist chairman was a very crucial responsibility to the Maoist army, People´s Liberation Army and the PLA commander were in search of a trusted and responsible PLA commander for the purpose. Birendra shouldered the responsibility.
During the more than six tumultuous years, he encountered seesaw situation with Nepal Army many times. During such incidents he would provide security to Dahal, putting his own life at risk.

In Rolpa, where the ‘people’s war’ originated, I met the PLA personnel who joined the war as members of Ladaku Dal during the war’s initial phase. Cantoned in Dahaban, the combatants think they were duped into sacrificing their happiness to build the political career of Dahal.
“By joining the war, we neglected the future of our three generations: ours, our parents’ and our children’s. And that was for the political careers of a few leaders,” says a combatant from Rolpa, who joined the Ladaku Dal [the precursor to PLA] to change the face of Nepal. “But it just changed the fate of some leaders. We are just disposable things, like condoms,” said another combatant. Dahal spent the whole process thinking about how to abandon them. And finally, we have been thrown away.” It won’t be surprising if some of them even take to criminal activities, in which case the second installment of those who opted for voluntary retirement will be stopped. They pose a challenge to Dahal.

Coming from different castes, they not only fought shoulder to shoulder in many a guerrilla action against the state during the decade-long insurgency but also ended up tying the knot the Maoist ´janabadi´ way.
The saga of their heaven-made partnership didn´t end there, but took yet another unprecedented turn when both of them were selected for officer-level integration in the Nepal Army.

With the dissolution of the Maoist People’s Liberation Army (PLA), many people thought Maoist chairman Pushpa Kamal Dahal had successfully tackled the most complex issue of the peace process and led the party to the political mainstream. Last April, he deployed the Nepal Army to disband the PLA in a humiliating manner and accepted the recruitment of a few hundred combatants into the army as a face-saver. With that move, he sufficiently addressed the criteria set by the international and domestic actors to become a “civilian party”, and allayed the widespread fears of the Maoist design to capture state power through violent means.
The question, however, is: Has Dahal been relieved of his responsibilities to the combatants who sacrificed themselves for his political career? If Dahal believes he has left his past behind and can disassociate himself from all that, he is naive.

No inclusion in sight as integration ends

KATHMANDU, Oct 13: For Maoist leaders, eliminating a caste-based social structure and ensuring social inclusion for all was purportedly one of the major goals in initiating the decade-long insurgency that claimed over 15,000 lives.
However, as the much-trumpeted integration of former Maoist combatants into the Nepal Army comes to an end six years after the former rebels came into the peace process, a snap analysis of the gender, caste and region -- the core parameters of inclusion -- of the 71 individuals selected for officer-rank integration into the Nepal Army gives one the pessimistic impression that the cause of social inclusion has completely lost out.
Based on data on integrated ex-Maoist combatants gleaned by Republica, it is apparent that social inclusion has failed to get translated into action. For instance, males continue to get the lion´s share and the Bahun, Chhetri and Thakuri emerge as dominate castes among the 71 officers who are scheduled to start vigorous army training within one and half months.

KATHMANDU, Oct 7: Former People´s Liberation Army (PLA) commanders, who have been selected as Nepal Army officers, are going on 45-day home leave before joining national army training.
They will receive their appointment letters and movement orders Sunday before leaving for home leave.
With their final selection, the six-year national debate among political parties on the integration of former Maoist combatants has finally been taken to a logical conclusion.
Though the political parties committed themselves in the Comprehensive Peace Accord of 2006 to complete the integration process in six months, it has taken six years.

यो उद्गार हाम्रा प्रधानमन्त्री तथा एमाओवादी उपाध्यक्ष डा. बाबुराम भट्टराईले केही समयअघि व्यक्त गरेका हुन् । बेपत्ता परिवारको प्रतिनिधित्व गर्दै बस्नेतको बढुवा नगर्न भनी प्रधानमन्त्रीकहाँ गएका अनेरास्ववियु (क्रान्तिकारी) अध्यक्ष हिमाल शर्मासँग यसो भनिएको दुई महिना पनि नपुग्दै उनै प्रधानमन्त्री भट्टराईले बिहीबार बस्नेतको
बढुवा गरिदिए ।
बस्नेत अर्थात् नेपाली सेनाका लेफ्टिनेन्ट कर्णेल राजु बस्नेत । उनीमाथि द्वन्द्वकालमा भैरवनाथ गणबाट ४९ माओवादी नेता तथा कार्यकर्ता बेपत्ता पारिएको अभियोग छ । उनलाई संयुक्त राष्ट्रसंघको उच्चायुक्तको कार्यालयले तत्काल निलम्बन गरेर कारबाही प्रक्रिया अघि बढाउन अनुरोध गरेको छ । सन् २००६ मा गरिएको यो अनुरोधसँगै विभिन्न मानवअधिकारसम्बन्धी संस्थाले उनका बारेमा पटक-पटक सरकारको ध्यानाकृष्ट मात्रै गराएका छैनन्, खबरदारीसमेत गर्दै आएका छन् ।

चार लडाकू महिला सेनामा अधिकृत बन्दै

७ असोज, काठमाडौं । नेपाली सेनाविरुद्ध थुप्रै मोर्चामा युद्ध लडेका चार जना महिला लडाकू यतिबेला नेपाली सेनाको अधिकृत बन्ने अन्तिम तयारीमा छन् । नेपाली सेनाले लिएको अधितृक मापक तालिमको परीक्षामा पास भएका ७१ लडाकूमा चार महिला छन् ।
पूर्व व्रिगेड सहकमाण्डरद्वय विमला लामा, शशीकला भट्टराई, कम्पनी कमाण्डर मिना बस्नेत र बटालियन कमाण्डर मनकुमारी राईले अधिकृत मापकको तालिम पास गरेका हुन् । उनीहरुको मेडिकल जाँच पनि दिइसकेका छन् । अब अन्तरवार्तामा पास भएपछि उनीहरु सेनामा कम्तिमा अधिकृत हुने छन् ।
‘हामीले शिविरमा बसेदेखि नै नेपाली सेनामा समायोजन हुनु पर्ने माग गरेका थियौं । लामो समयको शिविरको बसाई र प्रतिक्षापछि सेनामा जाँदैछौं । निकै खुसी लागेको छ’-अधितृक मापक तालिममा पास भएपछि मेडिकज जाँच दिएकी पूर्व व्रिगेड सहकमाण्डर विमलाले टेलिफोनमा अनलाइनखबरसँग भन्नुभयो ।

के सोचेँ पहिले, के भयो अहिले !

 राजु क्षत्री– बितेका पछिल्ला १३ वर्ष थुप्रै विषयमा लेखियो, लाखौ“ शब्द सर्सर्ती लेखेका यिनै हात आज आºनै बारेमा लेख्न बस्दा किन–किन शब्दविहीनजस्तै बन्न पुगेको छ । शब्द संयोजन गर्ने आ“ैला प्यारालाइसिसझै“ भएका छन् । दुनिया“का सुख–दुःखका कुरा लेख्ने यिनै हात आºनै दुःख र पीडाका कुरा लेख्न बस्दा किन यस्तो निरीह बनेको होला ? आज लागिरहेछ, अरूका लागि शब्दद्वारा केही भन्नु र तिनै शब्दद्वारा आºनालागि भन्नु फरक कुरा रहेछ । आºनै बारेमा लेख्न बसिरह“दा आफ“ैलाई न्याय गर्न सक्छु कि सक्दिन“ भन्ने कुराले मन चिमोटिरहेको छ । घरी लाग्छ, म स्वयं मेरो बादशाह हु“, त्यसैले मैले मात्रै मलाई न्याय गर्न सक्छु ।

जतिबेला देशमा जनयुद्ध सुरु भयो, यो न्यायको युद्धमा नलाग्ने हो भने, लाग्योे भविष्यमा बितेर गएका दिन सम्झेर पश्चाताप गर्नुपर्नेछ । त्यसैले विगत सम्झेर पश्चात्ताप गर्न नपरोस् भनी विश्वविद्यालयको स्नातक तहको पढाइलाई लात मारेर युद्धमा होमिएँ । बाबाआमाले भनेका थिए– नलाग बाबु यो मर्ने यात्रामा । नातागोता, आफन्त सबैले सम्झाउ“दै भनेका थिए, अरूका लागि मान्छे मार्ने बाटोमा नलाग् बाबु । पछुताउनेछस् एकदिन । आदर्श संसारको सपना देखाएर नाता, आफन्तलाई सम्झाउ“दै, फकाउ“दै, हा“स्दै–हा“स्दै युद्ध यात्रामा लागेको थिए“ । १६ वर्षअघि पुलिसले लघारेर रु“दै–रु“दै होइन, बाबाआमाले रातो टीका लगाइदिएर हा“स्दै–हा“स्दै युद्धको यात्रामा निस्केका दिन कति रंगीन र मिठास थिए ! विद्यार्थी राजनीति, पार्टी पत्रकारिता, संकटकाल, बेपत्ता अनि जेलजीवन र फेरि फर्केर पत्रकारिता ।

Publisher Who Transformed The Times for New Era

By CLYDE HABERMAN -Arthur Ochs Sulzberger, who guided The New York Times and its parent company through a long, sometimes turbulent period of expansion and change on a scale not seen since the newspaper’s founding in 1851, died early Saturday at his home in Southampton, N.Y. He was 86.

His death, after a long illness, was announced by his family.

Mr. Sulzberger’s tenure, as publisher of the newspaper and as chairman and chief executive of The New York Times Company, reached across 34 years, from the heyday of postwar America to the twilight of the 20th century, from the era of hot lead and Linotype machines to the birth of the digital world.

The paper he took over as publisher in 1963 was the paper it had been for decades: respected and influential, often setting the national agenda. But it was also in precarious financial condition and somewhat insular, having been a tightly held family operation since 1896, when it was bought by his grandfather Adolph S. Ochs.

करिमा बेगमसँग रमाइलो संवाद

करिमा बेगमको अन्तर्वार्ता लिन जाँदै छु भन्दा कतिपय  साथीले हो र भन्दै जिब्रो टोके । कतिपय रमाइलो मानेर हाँसे । आखिर यो देशको मन्त्री भइसकेको महिला, तपाईंको नाम सुनेर कोही डराउँछन्, कोही हाँस्छन् । किन यस्तो इमेज छ तपाईंको ?

पत्रकार र नेता साथी हुनै सक्दैनन्

1388 PLA combatants to join army

CHITWAN, Sept 24: Altogether 1,388 former Maoist combatants are set to join the Nepal Army (NA) as soldiers by passing all exams and tests.
The selected combatants will take part in a months-long training to be held by the NA from November 21. The actual duration and venue of the training have not yet been confirmed, according to NA spokesperson Ramindra Chhetri. “We will sort out these issues later,” he said.
Only four of the total 1,392 combatants who appeared in an oral test, which was the last step toward integration of former Maoist rebels into the NA, had failed. The secretariat of the special committee formed to oversee integration and rehabilitation of former Maoist combatants had compiled the final results of oral tests from all seven cantonments by late Sunday.

एमाओवादी बिग्रनुका कारण

आगामी महाधिवेशनको तयारीको सुरुआतका क्रममा एकीकृत नेकपा -माओवादी) मा यतिबेला बैठक र प्रशिक्षणहरूको चटारो छ । यसअघि पार्टी बिगि्रयो भन्नेलाई पार्टीबाटै खेद्लान् कि भनेजस्तो गर्नेहरू पनि यी बैठक-प्रशिक्षणहरूमा 'पार्टी बिगि्रएकै छ' भन्न थालेका छन् । एमाओवादी अध्यक्ष प्रचण्डले पार्टी बिरामी परेकोले यतिबेला सिटामोलमात्रै खाएका छौं, महाधिवेशनसम्म जाँदा पार्टीको शल्यक्रिया नै गर्छौं भन्न थाल्नुभएको छ । एमाओवादीभित्र 'पार्टी बिगि्रएको छ' एउटा थेगो नै बनेको छ । तर पार्टी किन 'बिगि्रयो' र यसलाई कसरी सच्याउने भन्ने विषयमा सार्थक र इमानदार बहस भने हुनसकेको पाइँदैन ।

समायोजनका लागि चालू पूर्वलडाकुहरूको परीक्षाअन्तर्गत अधिकृत तहको लिखित परीक्षामा पूर्वडिभिजन कमान्डर यामबहादुर अधिकारीसहित ७५ जना उत्तीर्ण भएका छन् । लिखित परीक्षा ८५ जनाले दिएका थिए । लिखित परीक्षा उत्तीर्ण हुनेमा पूर्वसहायक डिभिजन कमान्डरहरू वासुदेव घिमिरे, पदमबहादुर तामाङ र वीरेन्द्र बुढा पनि छन् । अधिकारीलाई समायोजनमा पूर्वलडाकुहरूको नेतृत्व गर्दै कर्णेल तहको नियुक्ति दिने समझदारी बनिसकेको छ ।

अधिकृत तहको अन्तिम नतिजा यही असोज २१ प्रकाशित गर्ने औपचारिक तालिकामा उल्लेख भए पनि दोस्रो हप्ताभित्रैमा नतिजा निकाल्ने तयारी भइरहेको उच्चस्रोतले जनाएको छ । यसैगरी अधिकृतमुनिका तहका परीक्षाअन्तर्गत शनिबार प्रकाशित स्वास्थ्य परीक्षण नतिजामा १ हजार ४ सय २ जना पूर्वलडाकु उत्तीर्ण भएका छन् । स्वास्थ्य परीक्षणमा ४२ जना अनुत्तीर्ण भएका छन् । अधिकृतमुनिकाको अन्तिम नतिजा आइतबार साँझ प्रकाशित हुने सैनिक जनसम्पर्क निर्देशनालयले जनाएको छ ।

बाख्रापालक महिलालाई अमेरिकी डलर पुरस्कार

रत्ननगर (चितवन), आश्विन ६ - दुःख गरे के हुँदैन र भन्ने भनाइलाई यहाँकी ग्रामीण क्षेत्रकी एक महिलाले चरितार्थ गरेकी छिन् । कक्षा ५ पनि नपढेकी ती महिलाले उत्कृष्ट पुरस्कार प्राप्त गरेपछि यो भनाइ चरितार्थ भएको हो ।
चितवनको विकट शक्तिखोर गाविस–८ देवीटारकी बाख्रापालक महिलालाई ७० हजारको पुरस्कार पाउँदा आफू छाँगाबाट खसेजस्तो लाग्यो । “मलाई छाँगाबाट खसेजस्तो भयो, विश्वासै लागेन”, उनले भनिन् ।
गाउँकी महिला भए पनि समाज परिवर्तन र आयआर्जनका कार्यक्रममा सक्रिय भएकाले त्यसको मूल्याङ्कन गर्दै स्थानीय महिला छमीकुमारी मगरलाई रु. ७० हजार नगदसहित प्रमाणपत्र प्रदान गरिएको हो ।

1,445 combatants pass written exam

CHITWAN, Sept 20: Altogether 1,445 former Maoist combatants have passed the written exam -- a major step toward integration into the Nepal Army (NA).
According to NA Spokesperson Ramindra Chhetri, only 15 former Maoist combatants have failed the written exam.
Thirteen of the failed combatants are from the Sindhuli-based second division cantonment. The other two are from Chitwan-based third division cantonment and Nawalparasi-based fourth division cantonment.

Ex-PLA avoid integrating back into home villages

Most choosing voluntary retirement start living in highway-linked towns

GHORAHI (DANG), Sept 19: While a group of former People´s Liberation Army (PLA) personnel are in the selection process for integration into the national army, a large number of other ex-Maoist combatants and commanders, who opted for voluntary retirement, have started settling into family life.

Their place of preference for settling down, however, has not been their home districts. Instead, they have started settling mainly in towns located in the vicinity of the major highways which are also at the nearest points from their home districts.

Only a small number of those opting for voluntary retirement have returned to their home villages after receiving the money distributed by the government. Most of those returning to home villages are from the PLA rank and file.

आधा लडाकु मात्रै परीक्षामा

सरोजराज अधिकारी  काठमाडौ, आश्विन २ - समायोजन रोजेर बसेका कुल पूर्वलडाकुमध्ये १ हजार ५ सय ४४ मात्र लिखित परीक्षामा सहभागी भएका छन् । यीमध्ये ८६ लडाकुले अधिकृतका लागि लिखित परीक्षा दिएका छन् ।

माओवादी सेनाका लडाकुको रेखदेख, समायोजन र पुनःस्थापनासम्बन्धी विशेष समितिका संयोजक बालानन्द शर्माका अनुसार अधिकृतका लागि चितवन र अन्य दर्जाका लागि विभिन्न शिविरमा सोमबार सम्पन्न लिखित परीक्षामा ६८ जना अनुपस्थित रहे । 'अब समायोजित हुनेको संख्या बढीमा १ हजार ५ सय ४४ हुनेछ । अनुपस्थित कोही पनि लिखित परीक्षामा सहभागी हुन पाउने छैनन्,' शर्माले भने ।

Three-parent baby' fertility technique mulled in Britain

LONDON, Sept 17:  A fertility technique that uses DNA from three parents to create an embryo could become legal in Britain after a public consultation on its ethical implications was launched on Monday.

The results of the consultation will help inform a decision by the government on whether to legalize the technique as early as next year -- potentially making Britain the first country in the world to hold human trials into the treatment, the Daily Telegraph reported.

The IVF-based technique is designed to avoid serious mitochondrial diseases inherited on the maternal side, such as muscular dystrophy, by replacing some of the mitochondrial DNA with healthy DNA from the so-called "third parent".

Check distribution to former Maoist fighters concludes

SHAKTIKHOR (CHITWAN), Sept 16: The task of distributing checks to the former Maoist combatants opting for voluntary retirement concluded on Sunday.

Balanandar Shrama, coordinator at the secretariat of the Special Committee formed to oversee the task of integration and rehabilitation of former Maoist combatants, informed 1,507 combatants from all the seven cantonments had been given checks.

According to him, the number of combatants opting for integration into the Nepal Army (NA) has dropped to 1,412 and other 202 persons, who had earlier opted for voluntary retirement, didn´t appear to receive checks.

With no officer from Rolpa in NA, ex-PLA blames 7-pt deal

DAHABAN (ROLPA), Sept 16: Rolpa, the Mid-Western hill district from where the Maoists started their insurgency in 1996 to topple the monarchy and turn Nepal into a classless communist state, crops up whenever the momentous changes that Nepal witnessed during the first decade of the twenty-first century are mentioned.

Rolpa was not only the place where the Maoists gradually built-up their military but it also produced many brilliant commanders who carefully piloted the decade-long Maoist insurgency to take on the state security apparatus.

बा.१.ज ९२६८ । आरुबारी–रत्नपार्क रुटमा चल्ने एउटा माइक्रोबसको नम्बर हो यो । जसका चालक हुन्, काभ्रे, सल्लेभुम्लुका खड्गबहादुर श्रेष्ठ । ०४७ सालदेखि जीविकाका लागि गाडी चलाउन थालेका उनी ०५५ सालदेखि माओवादी जनयुद्धमा सामेल भए । र, उपनामले चिनिन थाले, ‘शरण’ का रुपमा । त्यहाँ उनले सैन्य फाँटमा काम गर्दै २५ भन्दा बढी मोर्चामा आफूलाई उभ्याए । तीनवटा मोर्चामा घाइते भए । माओवादी शान्तिप्रक्रियामा आएपछि पहिला देव गुरुङसँग थिए । तर, अध्यक्ष प्रचण्डका लागि भरपर्दो सवारी चालकको आवश्यकता परेपछि ०६३ असोज अन्तिम साताबाट उनले प्रचण्ड सवार हुने गाडी चलाउन शुरु गरे । र, त्यहाँबाट ०६६ सालमा उनले मनभरि विरक्तिको पहाड बोकेर प्रचण्ड निवासलाई बाइबाइ गरे । उनी माओवादी लडाकुको तेस्रो डिभिजनअन्तर्गत थिए । तर, प्रमाणिकरणको प्रक्रियामा किरण पक्षधर लडाकुले त्यो प्रक्रियालाई नै अस्वीकार गरे । त्यसको अगुवाई शरणले नै गरे । एकीकृत माओवादीको वाइसिएल भनेजस्तो नेकपा–माओवादीसम्बद्ध युवा संगठन स्वयंसेवक व्युरोका उनी काभ्रे संयोजक हुन् ,।

प्रेमविवाह गरेका एमाले नेता

पछिल्लो समय मायाप्रेम नेपाली समाजमा पनि पच्न थालेको हो कि भन्ने लाग्छ । प्रेमविवाह गर्नेको संख्या ह्वात्तै बढेकाले पनि यस्तो अनुमान गर्न सकिन्छ । केही पहिलेसम्म भने प्रेमविवाह गर्नु फलामको चिउरा चपाएजस्तै हुन्थ्यो । तर, पनि त्यही समय एमालेका प्रायः नेताले प्रेमविवाह गरे । त्यो पनि पार्टीको स्वीकृति लिएर ।
नेपालमा कम्युनिस्ट पार्टीभित्र प्रेमविवाह २००७ सालपछि नै सुरु भएको देखिन्छ । संस्कृति र समाजसँगै जोडिएको विषय हो प्रेमविवाह पनि । यसका अतिरिक्त राजनीतिक-आर्थिक विकासको अवस्थासँग पनि प्रेमविवाह जोडिएको छ । आजभन्दा केही समयअघि पनि प्रेमविवाह गर्न समाजमा धेरै ठूलो विद्रोेह गर्नुपथ्र्यो । ००७ सालपछि कानुनी रूपले प्रेमविवाह गर्ने बाटो त खुल्यो तर सामाजिक अड्चन भने कायम नै थियो ।

अस्ताए चे ग्वेभारालाई भेटेका एक्ला नेपाली

लटपुलटमय राजनीतिक इतिहासका साक्षी बनेका गणतन्त्रवादी नेता रामराजाप्रसाद सिंहको बुधबार निधन भयो । केही महिनाअघि मात्रै गणतन्त्र संस्थागत भएको देख्ने धोको भएको आशय व्यत्तल गरेका सिंहले अब त्यो देख्न पाएनन् । जुन चाहना राखेका थिए ।
गणतन्त्रवादी नेता भनेर चिनिने सिंहको विषयमा कमैलाई जानकारी भएको अर्को पहिचान के हो भने विश्व कम्युनिस्ट आन्दोलनका अगुवा चे ग्वेभारासँग उनले भेटेका थिए । वर्मास्थित एक गोप्य स्थानमा जम्मा पाँच मिनेटको संवादको अनुभव उनीसँग थियो ।
चे ग्वेभारालाई भेट्ने एक मात्र नेपाली थिए, रामराजाप्रसाद सिंह । बर्माको एक गोप्य स्थानमा चे ग्वेभारासित भएको भेटपछि आफूमा गणतन्त्रप्रति थप ऊर्जा थपिएको नेता सिंहले नै खुलासा गरेका थिए ।
गणतन्त्र स्थापनाको आन्दोलनमा नौ वर्षकै कलिलो उमेरमा नेता सिंह आफ्नो भाइ लक्ष्मणप्रसाद सिंह र बुबा जयमंगल सिंहसँगै जेल परेका थिए । जेलजीवनपश्चात्को भारत बसाइ, भारतका प्रतिष्ठित विश्वविद्यालयमा अध्ययन, भारतकै बसाइका क्रममा इन्दिरा गान्धीसँगको भेट, क्रान्तिकारी क्लाराको सहयोगमा चे ग्वेभारासँगको भेट अविस्मरणीय रहेको नेता सिंहले बताएका थिए ।

त्यसवेला रेडियो नेपालमा एउटा रूपक बज्थ्यो 'अँध्यारो उज्यालो' । त्यस कार्यक्रमका सञ्चालक कृष्ण मल्ल थिए । म उनकी प्रशंसक नै थिएँ । त्यो आवाजबाटै उनलाई मन पराउन थालेँ । मनमा तस्बिर सजिन्थ्यो, 'कस्ता होलान् ती ?'

Female Former Combatants Struggle to Readjust to Civilian Life in Nepal

TARA BHATTARAI Holika KC has a different lifestyle these days after officially retiring this year from the People’s Liberation Army, the Maoist insurgents who overthrew Nepal’s former government, leading to a decade-long civil war. After the war ended in 2006, KC stayed for five years in the Maoists’ temporary camp at Dahaban in Rolpa, a district in Nepal’s Mid-Western region. But this year, the government closed the camps as part of the peace process, offering ex-combatants two options: voluntary retirement or a spot in the national army.

रामेछाप जिल्लाको दोरम्बामा तत्कालिन शाही नेपाली सेनाबाट १९ जना शंकास्पद माओवादीको हत्या भएको नौ बर्ष भएको छ । २०६० साल साउन ३२ गते दिउँसो सेनाले दोरम्बामा विवाह घरमा भेला भएका माओवादी कार्यकर्तालाई घेरा हाली डडुवा गाविसको डाँडाकटेरीमा लगेर सामूहिक हत्या गरेको थियो । हरेक बर्ष माओवादीका जिल्लादेखि केन्द्र तहसम्मका नेताहरु दोरम्बामा पुग्छन, मारिएकाप्रति सलाम ठोक्छन, पुष्पगुच्छा चढाउँछन । र, बाँचेकाहरुलाई जिउँदा शहिदका नाममा सम्मान गर्छन । तर, सेनाबाट एकै चिहान पारिएकाहरुका सन्तान र परिवारले फोस्रो आश्वासन बाहेक केही पाएका छैनन । अर्थात दोरम्बा घटना नेपालको इतिहासमै दण्डहिनताको एउटा गतिलो उदाहरणको रुपमा उभिएको छ । जसले नेपाली सेनाको छविमा कालो धब्बामात्रै तरंगित गरिदिएको छ ।

• माओवादी नेता जनार्दन शर्मा प्रभाकरको रोहवरमा बिहे गरेका पूर्वसभासद् टेकेन्द्र भट्ट र रेणु चन्दको सम्बन्ध कायम राख्न नेता लेखराज भट्टले धेरै नै प्रयास गरे । बिहेताका रेणु डोटी र टेकेन्द्र कञ्चनपुरको जिल्ला इन्चार्ज थिए । मदिरा खाएर महिलासँग सम्बन्ध राखेको रेणुको र परिवारसँग राम्रो व्यवहार नगरेको टेकेन्द्रको आरोप थियो । सम्बन्धविच्छेदपछि भट्टले ५ माघ ०६८ मा विवाह गरे । भारतको हरिद्वारमा गएर भट्टले सुन्दरपुर गाविस, कञ्चनपुरकी दिव्येश्वरी भट्टसँग विवाह गरे । संविधानसभा प्रत्यक्ष निर्वाचनमा चुनिएका चार जोडीमध्ये रेणु र टेकेन्द्र पनि एक थियो । रेणु बैतडी-२ बाट र टेकेन्द्र कञ्चनपुर-३ बाट सभासद्मा विजयी भएका थिए ।

CPN-Maoist general convention from Jan 9-13

KATHMANDU, Aug 17: CPN-Maoist is holding its general convention from January 9-13 in Kathmandu.
The party has also formed a general convention main organizing committee under the leadership of party secretary Netra Bikram Chand. The ongoing party politburo meeting at the party headquarters in Buddhanagar will take a formal decision to this effect on Friday. Around 1,000 party leaders will participate in the general convention and chart out the party´s new path.

"We are holding discussions and we will take a formal decision Friday," said party spokesperson Pampha Bhusal. The party´s national conclave had mandated the party to hold the party´s general convention by January and had entrusted the party central committee to fix the date and venue.

We are original Maoist: CPN-Maoist

KIRAN PUN KATHMANDU, Aug 16: The newly formed CPN-Maoist has claimed that more than 60 percent of "cream leaders and party cadres of the people´s war" have joined them and that they are the original Maoist party. The claim was made during the party´s politburo meeting at the party headquarters in Buddhanagar on Wednesday. The meeting, which came close on the heels of organization formation campaign, reached such conclusion after reportings of the bureau in-charges and review of the party´s activities across the country.

Maoist probe panel gets most complaints against Dahal

KATHMANDU, Aug 13: With its extended deadline for receiving complaints of financial irregularities expiring on Sunday, the high-level probe commission on property and financial condition of the UCPN (Maoist) has received a barrage of complaints against Chairman Pushpa Kamal Dahal and other senior leaders of the party for their “poor handling” of the party´s funds.

Though the exact number of complaints against Dahal and other senior leaders, including Prime Minister´s wife Hishila Yami, Krishna Bahadur Mahara, Top Bahadur Rayamajhi, Barshaman Pun, Janardan Sharma, Agni Sapkota, Prabhu Sah and Lekhraj Bhatta has not been revealed, knowledgeable sources told Republica that most of the complaints are against Dahal.

Kinship, not capability, counts in UCPN (Maoist)

KATHMANDU, Aug 9: Here´s a saga of how a party that waged a decade-long insurgency for revolutionary change in society and the uprooting of nepotism and favoritism, among other things, has now become victim of its own prey.

In 2005, the Chunbang meeting demoted all the party leaders, except Chairman Pushpa Kamal Dahal, by one level as per a campaign lunched to purify the party. But interestingly, the same meeting promoted Prakash Dahal, the son of the chairman, to regional bureau member, now the state committee.

Here is one more. When the UCPN (Maoist) shared the cabinet with the Nepali Congress and CPN-UML following the ceasefire agreement of 2006, influential party leader Dr Baburam Bhattarai was asked to recommend a list from his faction for inclusion in the new cabinet.

Maoist army integration process remains stalled, riddled with complications

Almost ten months after a peace deal generated hopes of a successful integration and rehabilitation of former Maoist combatants, the process remains incomplete and riddled with complications.

Over 3100 former fighters remain in cantonments, awaiting integration into the Nepal Army (NA). Only half a dozen combatants out of 19,602 verified fighters opted for rehabilitation packages. Around 14,000 individuals opted for voluntary retirement and walked away with cash packages, but a section among them are disillusioned with both the state and the Maoist party leadership.

Integration

A seven point agreement between political parties on November 1, 2011 had stipulated that a maximum of 6500 combatants could be integrated in a specially created directorate under the Nepal Army. It provided for a degree of flexibility on age and educational qualifications needed for entry at different levels into the NA.

Growing President-PM rift exasperating political crisis

KATHMANDU, Aug 6: Growing mistrust between President Ram Baran Yadav and caretaker Prime Minister Baburam Bhattarai has further aggravated the current political and constitutional crisis in the country.

The latest indication of the growing rift surfaced on Sunday when the president invited political leaders of the erstwhile Constituent Assembly and asked them to arrive at a consensus to overcome the current turmoil. The move appears to have put Bhattarai in a spot.

Those close to Bhattarai say the president´s frequent meetings with top politicians and people from other sections of the society is against his role as a constitutional head of state.

As his continued call for consensus among the parties failed to materialize, Yadav called the politicians to Shital Niwas and reminded them about their role in finding a way forward.

UCPN (Maoist) general convention from Jan 27

KATHMANDU, Aug 5 : The ruling UCPN (Maoist) on Saturday announced that the party´s general convention would be held from January 27.

The party has not held any general convention for the last 22 years. The party had also failed to hold the general convention announced two years ago.
The party, however, is yet to fix the venue for the general convention. The party also announced a major reshuffling of party responsibilities, the first since the party split.

Important responsibilities in the party are held by leaders close to Chairman Pushpa Kamal Dahal.

All bureau in-charge and the party spokesperson have been chosen from among former standing committee members. While Shakti Basnet and Haribol Gajurel, who were former politburo members, have been promoted as in-charge of far-western bureau and Madhes bureau respectively, Agni Sapkota has been appointed party spokesperson. Similarly, Dahal´s confident Krishna Bahadur Mahara has been appointed chief of the party´s organization department, which is considered an important wing of the party.

Five-point deal is no longer relevant: PM

KATHMANDU, Aug 4: Prime Minister Baburam Bhattarai on Friday said that the five-point agreement signed between the major political parties on May 3 is no more relevant following the dissolution the Constituent Assembly (CA).

Talking to a select few media persons at his residence in Baluwatar on Friday, the prime minister also said that the Nepali Congress (NC) will not necessarily be led the new government.

Bhattarai´s remark comes at a time when NC has been staking claim to leadership of the new government as per the five point deal. Major political parties in the five point deal had agreed to allow NC to lead the unity government after finalizing the new constitution.

YCL leaders warns of quitting party

 KATHMANDU, Aug 4: The Young Communist League (YCL) leaders have warned they will quit UCPN (Maoist), expressing disagreement over the expansion of 251-member general convention organizing committee. They said the expansion was against the party policy and procedure.

Submitting their 4-point memorandum to party chairman Pushpa Kamal Dahal, they urged to him annul the nomination of the former PLA commanders who are being investigated for financial irregularities in the cantonments.

"Today [Friday] we sent memorandum to the party chairman Dahal through our chairman Ganesh Man Pun. Tomorrow [Saturday] we will resign en masse," Shyam Kumar Budha Magar, YCL central secretariat member told Republica. According to Magar, they will announce series of protests by mobilizing youths across the country to put pressure on the party leadership.

Maoists settle for 251-strong organizing body

KATHMANDU, Aug 3: The UCPN (Maoist) has finally resolved a long-running dispute over the size of its general convention organizing committee although it has meant going against the decision of the recently held plenum.

As it tried to maintain the political equation among the three factions led by Chairman Pushpa Kamal Dahal, Vice-chairman Baburam Bhattarai and another Vice-chairman Narayankaji Shrestha, the party formed a 251-member jumbo organizing committee though the plenum had decided on a 175-member body.

However, the party picked only 231 members for the committee today and decided to add 20 more members to it, later.
