Party only awaits formal split: Thapa

KATHMANDU, Dec 29: Amidst heated exchanges in the ongoing meeting of the Central Committee (CC), Maoist General Secretary Ram Bahadur Thapa said on Thursday that the party has already split and only awaits a formal announcement of this.

“There are rules and regulations even for regulating a joint front, but our party is left without any rules. The party has already split; it only awaits a formal announcement,” a CC member quoted Thapa as saying during the meeting.

Thapa, who has lately switched sides to the radical faction, argued that Chairman Pushpa Kamal Dahal and Vice-chairman Baburam Bhattarai, who is also the prime minister, are the major violators of party discipline.

“If the party is to be brought back onto the right track, disciplinary action should be taken against the chairman and the prime minister. The party and government leaderships are in the hands of compradors and rightist elements,” a party leader quoted Thapa as saying.

Baidya counters Dahal's proposal

KATHMANDU, Dec 28: Countering Maoist Chairman Pushpa Kamal Dahal’s political document, Senior Vice-chairman Mohan Baidya on Tuesday floated a road map for people’s revolt prioritizing street protests and recall of the party leaders from the government accusing them of acting against the interests of the country, the people and the spirit of revolution.

The government has not only failed to act in the interests of the people, but also signed a bilateral investment promotion and protection agreement with India which was an anti-national move, the document said.

Baidya proposing revolt road map

KATHMANDU, Dec 26: Senior Vice-chairman of UCPN (Maoist) Mohan Baidya is preparing a separate political document stressing the viability of “people´s revolt”, concluding that past attempts at launching revolt failed due to unwillingness of the party´s leadership.

Baidya remained busy preparing the document and did not participate in the meeting of his faction as he is supposed to present the paper at the party´s central committee meeting on Monday.

“Kiranji´s [Baidya] document will be a totally forward looking one and contest Chairman Pushpa Kamal Dahal´s document which is status-quoist,” politburo member Kul Prasad KC, who is close to Baidya faction, said.

According to KC, Baidya´s document will reflect the spirit of the Palungtar plenum held last year that decided that the party should launch revolt if obstacles come in the way of concluding the peace and constitution writing.

Dahal defends party line of peace, statute

KATHMANDU, Dec 25: Presenting a written political proposal at the much-awaited Central Committee meeting of the UCPN (Maoist) Saturday, party Chairman Pushpa Kamal Dahal has defended the party’s current line of concluding the peace process and constitution-writing.

He has also proposed the setting up of party forums – debate mechanisms within the party at different levels — to systematize the growing internal differences within the party until the party’s next general convention, a date for which is yet to be announced.

Speaking immediately after Dahal presented his proposal, party Senior Vice-chairman Mohan Baidya, who leads a rival and more radical faction in the party, told the Central Committee that his group will submit a counter-proposal and demanded a one-day break in the Central Committee meeting to prepare the document.

Maoist Central Committee meeting today at last

KATHMANDU, Dec 24: The ruling UCPN(Maoist) is holding a meeting of its Central Committee on Saturday, after four postponements and amidst widening rift between the party establishment and the rival faction led by Senior Vice-chairman Mohan Baidya over a host of issues.

Maoist leaders say that they expect the meeting to yield a picture of how long the party will continue to remain intact, besides seeing the presentation of separate political papers by Chairman Pushpa Kamal Dahal and Baidya.

The Baidya faction is in a wait-and-see mode before charting out its strategies at the meeting, and leaders of the faction said that their moves will largely depend on how honestly Chairman Dahal presents himself respecting the spirit of the Palungtar plenum on constitution making, national interests, federalism and the livelihood of people.

PLA presents Dahal with 10-point demand

KATHMANDU, Dec 23: Accusing senior colleagues of financial embezzlement in the cantonments, Baidya faction commanders on Thursday submitted a 10-point demand to Chairman Pushpa Kamal Dahal, seeking strong disciplinary action against the guilty.

Eighteen commanders led by division vice-commanders from all PLA divisions came to Kathmandu and submitted their demands to Dahal at Naya Bazaar.

“The party chairman talked to us positively and assured us of addressing the demands,” said Ram Lal Rokka Magar, Vice-commander of the Fifth Division, who was present during the meeting.

UCPN (Maoist) puts off CC meeting, again

KATHMANDU, Dec 22: The UCPN (Maoist) has postponed its Central Committee (CC) meeting slated for Friday. It is the fourth time that the party establishment has put off its CC meeting.

While the party establishment has attributed the postponement to lack of internal homework, the hardliners have accused Chairman Pushpa Kamal Dahal of continuously deferring the meeting to avoid backlash from the CC members for his "ideological deviation and moral erosion."

Though the party has rescheduled the meeting for Saturday, the radical faction led by Senior Vice-chairman Mohan Baidya doubts if Dahal will hold any CC meeting anytime soon.

“The party chairman has the strategy of deferring the meeting until he gains an edge over the Baidya faction. So I think the party establishment will continue to defer the CC meeting instead of facing the wrath of the CC members over Dahal´s handling of the party,” said CC member Maheshwar Dahal, who is close to Baidya faction.
The party CC has not taken any decision since August when it endorsed the candidacy of Bhattarai as the new prime minister.

Money issues boost Mohan Baidya faction

KATHMANDU, Dec 21: Raising the issue of financial irregularities in the cantonments, PLA commanders loyal to the Maoist radical faction have significantly expanded their support base among their rank and file.

With the backing of a large section from the party establishment, PLA commanders from the radical faction have lately raised their voices against the party decision to retain 50 percent of the total amount meant for those who were absent from the cantonments but turned up for the sizeable voluntary retirement packages.

“It’s a great injustice to them. They should get in full the promised amount,” said Ram Lal Roka Magar, vice-commander from the Fifth Division, who belongs to the radical faction led by Senior Vice-chairman Mohan Baidya.

Maoist dispute snags integration 2nd phase

KATHMANDU, Dec 20: The second phase of the PLA integration process has fallen into uncertainty due to serious internal disputes between PLA division commanders and party Chairman Pushpa Kamal Dahal during a meeting at the latter’s residence late Monday evening.

At the meeting, Dahal and Prime Minister Baburam Bhattarai sought the approval of the division commanders for a proposal to send home PLA personnel opting for voluntary retirement.

But contrary to the expectations of Dahal and Bhattarai, the division commanders vehemently countered the proposal, saying they are against a piecemeal approach to the integration and rehabilitation process that will put the PLA at a disadvantage, according to sources.

Give back our money: PLA guards to commanders

KATHMANDU, Dec 19: Accusing their commanders of embezzling the payments for food rations, PLA personnel deployed for the security of senior party leaders are currently knocking the doors of party leadership for justice.

There were altogether 106 PLA guards in the service of senior party leaders in the capital, and each of them is entitled to Rs 2,500 a month as food ration.
The total amount of money each of them is supposed to get since 2007 is Rs 150,000. In total, the commanders owe Rs 16 million to the PLA guards.

Maoists in stalemate: No split, no unity

KATHMANDU, Dec 15: On Tuesday, Maoist party hardliner CP Gajurel stated publicly that the party would split soon, with current Senior Vice-chairman Mohan Baidya, who leads the radical camp, as the head of a new party. Gajurel´s statement, however, received very little media attention as such rhetoric is nothing new coming from the Maoists.

In fact, the radicals publicly accuse the moderates of being foreign lackeys and betraying the dream of revolution, while the latter accuse the radicals of being war-mongers and ultra-leftist adventurists hell-bent on spoiling the party´s political achievements. But they have continued to remain in the same party.

Why have the Maoist factions, despite such differences and grave allegations hurled at each other, remained glued together as one party?

“It´s because none of the factions wants the stigma of having split the party,” says Maoist party establishment leader Ram Karki, who is close to Prime Minister Baburam Bhattarai.

Thapa could be PM: Dahal

KATHMANDU, Dec 15: Maoist Chairman Pushpa Kamal Dahal said on Wednesday that party General Secretary Ram Bahadur Thapa could be prime minister if the other parties do not agree to join the government under incumbent PM Baburam Bhattarai.

But the Maoist chairman stated that the chance of leading the government should not go to another political parties in the course of attempting to change the government leadership.

Dahal expressed such views during a meeting of the party top brass, including Senior Vice-chairman Mohan Baidya and Prime Minister Bhattarai, at his residence at Nayabazaar.

NC, UML: PM, finance minister accountable

KATHMANDU, Dec 12: Taking embezzlement in the allowances of Maoist combatants seriously, the Nepali Congress and the CPN-UML have demanded accountability from the prime minister and finance minister during the first meeting of the Special Committee after categorization.

It was revealed during the categorization that the UCPN (Maoist) had been drawing allowances for even those combatants who were not in the cantonments.

'Where's our deposit money, comrades?'

KATHMANDU, Dec 7: With the process of their integration and rehabilitation moving ahead smoothly, personnel of the Maoist People´s Liberation Army (PLA) have sought the return of money the party has kept as “deposits”.

The Maoist party has been retaining Rs 1,000 from the salary of each of the 19,525 combatants every month since November 2006 till November, 2011.

A decade later, Timilsia, 42, is not sure whether his dream has come true -- or will ever do so. But he regards himself better placed to serve the country, and has applied for integration into the army.

Cindered dreams

Ram Lal Roka Magar 'Madan' (Currently the Division vice commander, left) and Sural Pun 'Ajayshakti' (Currently Bataright). Madan and Sural are Mit (two friends who announce their friendship amidst a ceremony and who will have cultural as well as legal bindings afterward as per the tradition in Nepal). Madan from Rolpa and Sural from Rukum, were met during the initial period of People’s War when both of them were heading their respective platoons through the jungles spending one and half month on the way to meet at Kalikot in Karnali.

Though categorization -- the initial phase of the integration and rehabilitation of Maoist combatants -- has come to an end, a cloud of uncertainty still hovers over People Liberation Army (PLA) personnel.

What does the future hold for those who opted for voluntary-retirement? What’ in store for those who have decided to join the Nepal Army?

Division commanders jostle for post in NA directorate

KATHMANDU, Nov 30: With the PLA integration process making steady headway, senior Maoist commanders have entered a race to become the highest ranking Nepal Army (NA) official from among themselves.
Sources say that is why six of the division commanders have opted for integration, though Chairman Pushpa Kamal Dahal had earlier asked them to make arrangements for integration of only those below the rank of division vice-commander. “We don´t want to lose the opportunity to become the leading ex-PLA in the directorate. Also, we will otherwise severely weaken our bargaining capacity with the party for better positions,” said a division commander who did not want to be named.

Scions of Maoist brass for retirement package

KATHMANDU, Nov 29: After leading a life of uncertainty and shortages at the cantonments since 2007, personnel of the Maoist People´s Liberation Army (PLA) are finally heaving a sigh of relief, with most of them opting for either integration or voluntary retirement.

But a few Maoist fighters are luckier than others. The sons and daughters of top Maoist echelons, who have been registered as combatants but are living a comfortable life with their parents in Kathmandu, have gone back to the cantonments, and will enjoy the same packages.

"It is not that we are enjoying the comforts of city life. We are working with our parents as their staff," said Femash Pun, son of PLA chief Nanda Kishor Pun. He is registered as company commander at the Fifth Division in Rolpa.

Why majority combatants chose integration?

KATHMANDU, Nov 28: Though Maoist combatants were seen opting for voluntary retirement and integration at the ratio of 40:60 on the first few days of the categorization process, the trend has seen a reversal as the process concludes in all the seven cantonments, except in Kailali, on Monday.

With the completion of categorization of 14,625 by Sunday, around 60 percent of the ex-Maoist combatants have chosen integration while around 40 percent have preferred voluntary retirement. It is also something contrary to what politicians had widely believed before the categorization began.

Now a question arises: what bucked the initial trend as the categorization progressed and what prompted such a large number of the PLA to opt for integration?

Just two combatants opt for rehabilitation package

Krishna Kumar Rai Atal
KATHMANDU, Nov 27: A few days into the combatants categorization, it seems almost nobody is opting for the rehabilitation package. Out of the 13,000 combatants surveyed so far, just two combatants, Krishna Kumar Rai and Nirmal Rai from the Second Division, have opted for the rehabilitation package.
The Rai duo has chosen a one-year training as drivers as their first option.

PLA threatens to shun integration over edu criteria

KATHMANDU, Nov 16: The Maoist People´s Liberation Army (PLA) commanders have warned to boycott the integration process if the criteria set for educational qualifications of the PLA in the seven-point agreement are not amended.

Talking to the Republica on Tuesday evening, the commanders also flayed Maoists leadership for its continuing indifference toward the problems and vowed no combatant will opt for integration if the leadership makes no arrangement that recognizes the educational qualifications of the PLA personnel earned after UN verification in 2007.

Disabled combatants feel neglected, humiliated

Prabina Gole Namuna (photo: Nabin Bibhas)
KATHMANDU, Nov 13: Neither the ordeals of jungle life nor the well-trained state soldiers could discourage them. As the members of the Maoist People’s Liberation Army (PLA), they were at the forefront of successive battles and fought the state forces bravely for the sake of a utopia the party promised.

But they matter less as the peace process strides forward, and it is especially true of over 1,000 PLA amputees who have been left to fend for themselves at this juncture.

Maoist war vortex now draws scholars

KATHMANDU, Nov 10: Jelbang village at the foothills of Jaljala in Rolpa fell under the control of the Maoist rebels immediately after the insurgency began in 1996, and bore the full brunt of the violent conflict.

Today, Jelbang stands out. Not only because it is one of of the first liberated zones the Maoists created during the war, but also because it has a whole lot of untold stories of pain and suffering.

Families with two or more PLA member to rake in moolah

KATHMANDU, Nov 8: Families with more than one member in the Maoist PLA stand to receive handsome amounts of money if they opt for voluntary retirement in the course of management of the combatants.

Many families have more than three members in the Maoist army, which is awaiting management under the recently-signed peace deal, it is learnt. PLA chief Nanda Kishor Pun, top PLA commanders, division commanders and vice-commanders have more than three members each in the former rebel army.

PM defends integration model, PLA labels it as surrender

KATHMANDU, Nov 8: Prime Minister and Chairman of Special Committee Baburam Bhattarai has refuted the allegation that the integration modality of the Maoist combatants as envisioned in the seven-point agreement was surrender and stressed that the proposed integration is necessary to complete the revolution.

In a meeting with the top PLA commanders held at PM´s official residence at Baluwatar on Monday evening, Prime Minister Bhattarai tried his best to assure the former combatants that the integration model perfectly safeguarded core interests of the PLA and the Maoist party.

Thapa asks PLA to defy gag order

KATHMANDU, Nov 6: Taking strong exception to the recent whip issued by the People´s Liberation Army (PLA), UCPN (Maoist) General Secretary and in-charge of the party´s military commission Ram Bahadur Thapa has asked PLA members not to follow the whip that bars the latter from making public statements against integration and rehabilitation modality.

Thapa expressed his objection with some central committee members of the party from the far-western region who met Thapa on Saturday.

4th Division commanders oppose education provision

KATHMANDU, Nov 6: Commanders of the Maoist People´s Liberation Army (PLA) Fourth Division on Saturday seriously objected to the provision in the integration deal to take into account the educational level that combatants had at the time of joining the insurgency -- not the current one.

Education, age put PLA top brass off integration

KATHMANDU, Nov 5: As the Unified Communist Party of Nepal (Maoist) braces for integration of its combatants into the national army, education level, age and service period in the PLA seem to discourage many top commanders and vice commanders from opting for the integration.

Most of the PLA top commanders- let alone other combatants- do not have the required educational level to qualify for higher posts in the Nepal Army(NA).

PLA division commanders to opt out of integration

KATHMANDU, Nov 3: Top echelons of the Maoist People´s Liberation Army (PLA) will not join the Nepal Army (NA), but are likely to get some ´political appointments´ instead.

Maoist Chairman Pushpa Kamal Dahal told PLA division commanders during a meeting at his residence Thursday morning that PLA commanders including division commanders and above should opt out of integration.

UCPN (Maoist) decides to proceed with peace deal

KATHMANDU, Oct 30: In a UCPN (Maoist) meeting "boycotted" by the party´s radical faction, the party establishment has decided to seal a deal on the protracted peace process in the next couple of days.

"There were only a few contentious issues including the number of the combatants to be integrated and rehabilitation packages for the rest. We agreed to strike a deal within the next couple of days," Maoist spokesman Dinanath Sharma told Republica after the "informal meeting" of the party standing committee.

The seven point agreement

KATHMANDU, Nov 2: National consensus is a must to take the peace process to a logical end and complete the task of writing the new constitution.

So, as per the Comprehensive Peace Agreement 2006 and various other understanding between the political parties at different times, the following understanding has been reached to compete the remaining task of constitution writing and move forward as per the politics of national consensus.

Baidya registers dissent

KATHMANDU, Nov 2: Taking strong exception to the peace deal, Maoist radical faction has stated that the agreement seriously violates the party´s basic principles and commitment made to the people during the "People´s War".

KATHMANDU, Nov 2: In a rare show of political consensus, major political parties on Tuesday set aside their differences and signed a historic seven-point deal on management of ex-Maoist combatants and on concluding the peace process despite objection from the Mohan Baidya faction of the Maoist party.

A mother’s wait, a son’s seeming sangfroid

S. Vijay Kumar
“My son will return home soon… he is innocent. He has been in prison for more than 20 years, and how can they hang him now?” Arputhammal (65), mother of Perarivalan, finds words to console herself, as he faces capital punishment in the Rajiv Gandhi assassination case.

For two decades, this frail woman has been waging a lone battle. On coming to know that the police were looking for Perarivalan alias Arivu, days after the assassination of the former Prime Minister on May 21, 1991, she handed over her 19-year-old son to the Special Investigation Team. From then on, Arputhammal says, she has been waiting in the hope that he would return home.

Loud and clear from Trafalgar Square, "No more war!"

Running headline had it that more than 1,000 supporters for peace gathered at London’s Trafalgar Square on October 9.

Speakers included such personalities as John Pilger, journalist and documentary filmmaker; Jemima Khan, associate editor of The Independent; Tony Benn, British Labour Party politician and former MP; and Julian Assange, editor-in-chief for the whistleblower website WikiLeaks.

At an anti-war demonstration in central London on Saturday, while most of the participants and prominent speakers criticized the governments for the Iraq and Afghan invasion, Julian Assange accounted the media for propagating government-vested interests and misleading information.

Crossing Over, and Over

Tyler Hicks/The New York Times
AGUA PRIETA, Mexico — "My wife, my son — I have to get back to them," Daniel kept telling himself, from the moment he was arrested in Seattle for driving with an expired license, all the way through the deportation proceeding that delivered him to Mexico in June.

Nothing would deter him from crossing the border again. He had left his hometown at 24, he said. Twelve years later, he spoke nearly fluent English and had an American son, a wife and three brothers in the United States. "I’ll keep trying," he said, "until I’ll get there."

Chand to block return of seized properties

KATHMANDU, Sept 26: UCPN (Maoist) Standing Committee Member Netra Bikram Chand, who is close to Senior Vice-Chairman Mohan Baidya, has threatened to block the government bid to return properties seized by the Maoists during the conflict.

Addressing a function in Kathmandu on Sunday, Chand announced that he would go to the places where the government will deploy police to return the seized properties and obstruct the police.

“Wherever Baburam [the prime minister] sends police, I will be there. We will see how the police will fire at us,” a participant in the closed-door meeting quoted Chand as saying.

Chand also accused Bhattarai of forgetting the circumstances in which he became the prime minister, a reference to the Dhobighat meeting based on which Bhattarai became prime minister.

Baidya faction holds national gathering

KATHMANDU, Sept 22: In a show of strength, the Maoist hard-line faction held a massive gathering of the party leaders and cadres in Kathmandu on Wednesday to sensitize them about the “ideological deviations” of the party leadership and work out a strategy to save the “revolutionary” character of the party.

Over 250 representatives, including district secretaries from all the 75 districts, party´s various sister wings, and party´s foreign branches participated in the gathering at Krishna Bhog Party Palace in New Baneshwar.

Senior Vice-chairman Mohan Baidya, General Secretary Ram Bahadur Thapa, and standing committee member Dev Gurung delivered firebrand speeches at the gathering, while party Secretary CP Gajurel was the master of ceremony.

Baidya argued that his faction has already launched a struggle against compromises made by the party establishment on the basic principles of Maoism.

School better late than never for top Maoist wives

KATHMANDU, Sept 21: For the willing of heart, greying hair is no barrier to learning. This is especially true of the spouses of some senior Maoist leaders, who now have the time and resources to begin their formal education.
At the forefront of this learning effort is Sushma Baidya, 55, wife of senior Maoist Vice-chairman Mohan Baidya. She is a grade six student at Chetana Women’s School of Gangabu, Kathmandu.

“I also have to attend to household chores. Otherwise I would have done better in school,” says Sushma.

She has been diligent enough to reach grade six in three years and is currently preparing for her final exams.

Nepal’s Peace Process and the ICG Report

Buddhi Man Tamang
Research Intern, IPCS

Recently, the International Crisis Group (ICG) published a report titled ‘Nepal’s Fitful Peace Process.’ This comes a month before the extension of the Constituent Assembly’s term by three months for the second time. The report covers four crucial issues: the delay in drafting the constitution, integration and the rehabilitation of the Maoist Army, lack of political consensus among the political parties and the role of international community in facilitating Nepal’s peace process.

Do Bees Have Feelings?

If you’ve never watched bees carefully, you’re missing out. Looking up close as they gently curl and uncoil their tapered mouths toward food, you sense that they’re not just eating, but enjoying. Watch a bit more, and the hesitant flicks and sags of their antennae seem to convey some kind of emotion. Maybe annoyance? Or something like agitation?
Whether bees really experience any of these things is an open scientific question. It’s also an important one with implications for how we should treat not just bees, but the great majority of animals. Recently, studies by Geraldine Wright and her colleagues at Newcastle University in the UK have rekindled debate over these issues by showing that honeybees may experience something akin to moods.

On the Road

Ari N. Schulman
The air was soft,
the stars so fine,
the promise of every cobbled alley so great,
that I thought I was in a dream.
—Jack Kerouac
If we are to take seriously the promise these technologies make to facilitate our experience of new places, we must understand not only the technologists’ view, but our own, and ask how the new technology of location fits in with what we hope to get out of travel. And there is no greater sage for those hopes in the American conscience than Jack Kerouac. While On the Road’s reputation rather outstrips the literary merits of the book itself, the mythology surrounding it taps into our deeper aspirations for the possibility, freedom, and adventure granted by travel, and deserves to be taken seriously in understanding what we seem to want out of travel today.

We won't join govt until keys handover row is settled: Gajurel

Senior Vice-chairman Mohan Baidya 'Kiran' faction in the UCPN (Maoist) decided to stay out of government over the key handover row though it has put off all protest programs until September 18.

In this context, Republica´s Kiran Pun caught up with Secretary Chandra Prakash Gajurel 'Gaurab', an influential member of the Baidya faction, Sunday evening to solicit his views on the faction´s future strategies. Excerpts:

You were supposed to get the berths of deputy prime minister and minister for foreign affairs. Why did you not join the government?

We are not in favor of joining the government until the issue of keys handover is settled. We wanted the issue to get settled first before the government got full shape. But Prachandaji (Pushpa Kamal Dahal) and Baburamji (the prime minister) did not agree. This has closed the doors for us to join the government.

Handover hots up Maoist Standing Committee

KATHMANDU, Sept 4: Maoist Chairman Pushpa Kamal Dahal has conceded that there were some procedural shortcomings while handing over the keys of the weapons containers to the Special Committee, but justified his action saying the party Standing Committee had already endorsed the decision unanimously.

"We should have informed party colleagues about the move. But it is also true that the party Standing Committee had already formally endorsed it," a party leader quoted Dahal as saying during the Standing Committee meeting that saw a heated debate between party hardliners and moderates.

The hardliners, justifying their protest against the handover, insisted that the party had decided not to hand over the keys before finalizing the modality for integration and the rehabilitation packages.

"It is a deception against the party. We had clearly decided at the last meeting not to hand over the keys," one leader quoted hardliner Netra Bikram Chand as saying. Party leaders said the hardliners were aggressive at the meeting.

Dahal sends PLA commanders to cantonments

KATHMANDU, Sept 3: Maoist Chairman Pushpa Kamal Dahal on Friday sent all the seven divisional commanders to their cantonments, cutting short their stay in Kathmandu in view of the likely untoward incidents in cantonments in the wake of the row in the party over the key handover issue.

The division commanders had arrived in the capital for a general staff meeting. The discussion on technical aspects of integration on Saturday. But the meetings have been canceled as they had to return to their respective cantonments on Friday.

“We returned to our respective cantonments following the party chairman´s directive,” Suk Bahadur Roka Magar, division commander at the second division of the PLA Cantonment, told Republica.

Rift widens in Maoist party on peace process

KATHMANDU, Sept 3: The intra-party rift in the UCPN (M) has widened further with the faction led by Senior Vice Chairman Mohan Baidya on Friday announcing a nationwide campaign against the party decision to hand over the keys of arms containers to the Special Committee.

Defying calls by the party leadership, the Baidya faction decided to launch a “national awareness campaign” starting Saturday.

Leaders from the faction told Republica that they would paint walls and hold corner meetings to protest the party establishment´s decision to hand over the keys of the arms containers to the Special Committee.

Baidya and General Secretary Ram Bahadur Thapa on Friday evening issued a statement demanding that the party chairman and the government scrap the decision.

As the feud intensifies, Chairman Pushpa Kamal Dahal Friday morning issuing a statement appealed to the party rank and file and the general public not be provoked by the activities of Baidya faction and instead support the party decision. Dahal said the party´s decision is legitimate and termed the activities of Baidya as being against the party system.

Madhes-based parties likely to get one more ministry

KATHMANDU, Sept 3: In a bid to settle the power-sharing row with the Madhes-based parties, who had played key role in electing him as the new prime minister, Dr Baburam Bhattarai is mulling over allocating one more ministerial berth to them in the new government.

The prime minister showed willingness to accede one more ministry to the Madhesi leaders bifurcating either Ministry of Agriculture and Cooperatives or the Ministry of Physical Planning and Works into two.

Leaders from the UCPN (Maoist) and Madhes-based parties reached the agreement to this effect at the meeting held at the prime minister´s office in Singha Durbar, Friday.

After being assured of one more ministerial berth in the new coalition, the Madhes-based parties have softened their claim over the deputy prime ministerial posts. As per the earlier arrangement, the Madhes-based parties were to get 11 ministries. PLA brass pose Dahal tough questions

Maoist Chairman Pushpa Kamal Dahal faced a tough time on Thursday when PLA personnel expressed doubts over the party´s move to integrate them in a “dignified manner”, and asked the chairman what roles he planned for them.

“We abide by the party´s decision. You should chart out a concrete plan of action for us; what roles would we play in future,” Mahendra Bahadur Shahi, sixth division commander, quoted all the commanders as saying to the chairman.

The party had held a meeting at Dahal´s residence at Nayabazar to give directives to the commanders to comply with the party decision to hand over the weapons container keys to the Special Committee.
