Retired combatants mull joint ventures

KATHMANDU, Feb 26: After spending years in the battlefields to realize the ideals of revolution, most of the ex-combatants who opted for voluntary retirement and returned home are struggling to come to terms with their new lives.
A group of 35 former commanders from the Maoist stronghold of Rapti, on the other hand, are browsing various options to begin joint ventures.
The ex-combatants have discussed various plans ranging from opening department stores to starting earthworm farming, asparagus farming or crusher industry.

कलेन्द्र सेजुवाल, सुर्खेत, माघ २९ -माओवादी लडाकुको छैठौं डिभिजन कमान्डर महेन्द्रबहादुर शाहीको नाममा बा८च ७५९१ नम्बरको आइटेन गाडी छ। एक वर्षअघि डिभिजन स्टाफको निर्णयअनुसार 'लडाकु बचत कोष' बाट उनले करिब १९ लाखमा उक्त गाडी किनेका थिए। बटालियन कमान्डरद्वय विक्रम चौधरी र गंगा महताराको नाममा पनि चारवटा ट्र्याक्टर छन्। डिभिजनअन्तर्गतका शिविरमा सामान ओसारपसारनिम्ति करिब ५० लाखमा ट्र्याक्टर किनिएको डिभिजन मुख्यालयको भनाइ छ।

KATHMANDU, Feb 11: A day after the radical faction of the party demanded that the prime minister step down, the ruling UCPN (Maoist) on Friday officially opened the door for discussions with other political parties on forming a government of national consensus but said it should, as now, lead such a government.
A meeting of the party Standing Committee took the decision a day after the radical faction led by Senior Vice-chairman Mohan Baidya demanded the resignation of Prime Minister Baburam Bhattarai for revoking the decision to legalize conflict-era land transactions carried out under the Maoist people´s government during the insurgency period. It also entrusted party Chairman Dahal with initiating the talks with other parties.

Retiring combatants worried about future

Though much has changed in the lives of the combatants since they were cantoned in the camps after UNMIN verification, the fear that that they would remain ostracized in the society continues to haunt them. Rai, who is living in a satellite cantonment in Tandi under the first divisional headquarters of the Maoist army, said he is planning to live a humble life without getting involved in politics if villagers accept him back. Rai is on medication for head injuries he sustained in a bomb attack during the war. |

KATHMANDU, Feb 9: The seven PLA cantonments continue to remain tense as combatants demand answers about the possible misuse of the ‘PLA fund’ and the return of their share of money from it.
The leadership of the cantonments meanwhile has either kept mum over the issue or, at worst, resorted to beating up and threatening the combatants with consequences. But the combatants say they are determined to trace the money and will not give up until they get satisfactory answers.
“We are not going to leave the cantonment until the issue is settled. None of us above company commander level has left the cantonment even after receiving our voluntary retirement checks,” said Nep Bahadur Kuwar Magar, vice-commander at the PLA Sixth Division, Surkhet.

KATHMANDU, Feb 8: Tension runs high in all the seven main cantonments following incidents of fighting between combatants opting for integration and voluntary retirement and their commanders over the money in the PLA fund worth millions of rupees, sources said on Tuesday.
Fighting between combatants and commanders have been reported in the cantonments in Chitwan, Nawalparasi and Surkhet after the retiring combatants demanded that their commanders return their money deposited in the PLA fund while the commanders refused, said sources at the secretariat for the Special Committee on condition of anonymity.
Voluntary retirement of the Maoist combatants is in progress since last Friday.

SURKHET, Feb 8: “I am now staying inside a police post. Combatants are waiting for me outside. They are demanding money from me,” her voice was not clear as she spoke over a mobile phone.
Company Vice-commander Karma Rawat at No. 11 Battalion under the Jharna Memorial Brigade reached the police post after depositing the Rs 300,000 she received as a first installment at the Agriculture Development Bank at Chinchhu.
“I need security,” added Rawat sitting in front of Assistant Inspector Purna Neupane.

Responding to the demands of the disgruntled YCL members that they be given financial packages on par with the PLA members, a meeting of the party Standing Committee took a decision to this effect.

17 Maoists still face criminal charges in India

KATHMANDU, Feb 5: Though 11 Maoist leaders convicted in absentia by the Patna High Court were acquitted by an Indian court last Friday, 17 middle-rung Maoist cadres still face criminal charges in various Indian courts, according to party leaders who believe some of them might also be serving terms in India.
“We had expected acquittal of all the leaders as charges against them all were of political nature. We urge the Bihar government to withdraw charges against them and ask the UCPN (Maoist) to take initiatives for their acquittal,” said Prakash Yadav, who is a member of the Maoist Mithila State Committee.

रातभर युद्ध भो। अर्कोपल्ट फेरि आक्रमण गरे लडाकुले, अनि कब्जा गरे प्रहरी र प्रशासनका कार्यालय। पृतनाका डिभिजन कमाण्डर र सैनिक अधिकृतहरूले रातदिन सैनिकलाई हौस्याए जीतका लागि।
कैलाली र अछामको सिमाना पाण्डोनमा भएको लडार्इंमा तीन सय लडाकुलाई सेनाले सखाप पारे। कुसुम आक्रमणमा पनि लडाकुले डेढ सय सहकर्मीको क्षति बहोरे। त्यसकै आक्रोशमा लडाकुले दाङको घोराही र भालुवाङ आक्रमण गरेका थिए।

आफूले पाएको चेक लडाकुहरूले बैंकमा बुझाउन जान खोज्दा कमान्डरहरूले 'त्यो रकम यहीं बुझाउनुपर्छ' भन्दै अडान लिएपछि बढेको विवाद हात हालाहालमा पुगेको थियो । प्रत्यक्षदर्शीका अनुसार कुटपिटका क्रममा एक लडाकु रक्ताम्य भएर शिविरबाट निस्केका थिए ।
लडाकुले बुझेको चेक कमान्डरहरूले आफैंले लिने र पछि साटेर ४० प्रतिशत रकम कमान्डरलाई नै बुझाउनुपर्ने भन्दै नियन्त्रण गर्न थालेपछि विवाद भएको थियो । प्रतिवाद गर्ने केही लडाकु कुटिए । एक लडाकुका अनुसार विवाद हुँदै गर्दा रणदीप नाम गरेका कमान्डरले पिट्न सुरु गरेका थिए ।

'यस्तो तरिकाले घर र्फकन मन थिएन’
लडाकु पाँचौं डिभिजन सहकमान्डर रामलाल रोकाले सम्मानजनक सेना समायोजन नहुने भएकाले आफूले अवकाश रोजेको बताएका छन् । नेताहरूका व्यवहारका कारण राजनीतिमा जान त्यति मन नभएको बताउने रोकाले आफू दुःखेको मन लिएर अवकाशमा जान लागेको जनाए । उनीसँग दाङस्थित संवाददाता दुर्गालाल केसीले गरेको कुराकानी:
माथिल्लो तहमा पुगेर पनि अवकाश रोज्नुभो नि ?
जति गर्दा पनि यस्तै हो जस्तो लाग्यो । सेनामा सम्मानजनक अवस्था नहुने देखेपछि घरमै बस्नु उपयुक्त देखेँ । लडाकुदल हुँदै हरेक तहमा कमान्डरको काम गर्दै यहाँसम्म पुगेँ । युद्ध सुरु भएदेखि नै घर छोडेको हुँ । ६० भन्दा बढी लडाइँमा भाग लिइयो । यस्तो तरिकाले घर र्फकन मन थिएन । नेताहरूले सहमति गरिदिएकाले चित्त दुखाएरै भए पनि जानुपर्ने बाध्यता छ ।

'लडाकुबाट नागरिक भयौं’
लडाकु तेस्रो डिभिजनका डिभिजन सहकमान्डर उदयबहादुर चलाउने सैन्य जीवन त्यागेर अवकाश लिई गाउँ र्फकने तयारीमा छन् । समायोजन नरोजी अवकाश लिनुमा आवश्यकता र बाध्यता दुवै भएको उनी बताउँछन् । जाजरकोट पजारु ग्ााविस-१ का उनी बाँकी जीवन राजनीतिमा लगाउने प्रतिबद्धताका साथ गाउँ र्फकंदै छन् । चार लाखको चेक बुझिसकेपछि विरोधका लागि विरोध गर्नुको कुनै अर्थ नहुने तर्क राख्ने चलाउनेसँग चितवन संवाददाता विनोद त्रिपाठीले गरेको कुराकानी ः
घर जान चेक बुझ्नुभयो, कस्तो लागिरहेको छ ?
यो चेक आवश्यकता र बाध्यता दुवै हो । हाम्रा लागि घर र्फकन दुई विकल्प थिए, समायोजनमा जाने वा अवकाश रोज्ने । मेरा लागि अवकाश नै उपयुक्त भएकाले चेक बुझ्नु सामान्य लागेको छ । तर जनयुद्धको अधुरो सपना बोकेर गाउँ र्फकंदै छौं ।
घर जान चेक बुझ्नुभयो, कस्तो लागिरहेको छ ?
यो चेक आवश्यकता र बाध्यता दुवै हो । हाम्रा लागि घर र्फकन दुई विकल्प थिए, समायोजनमा जाने वा अवकाश रोज्ने । मेरा लागि अवकाश नै उपयुक्त भएकाले चेक बुझ्नु सामान्य लागेको छ । तर जनयुद्धको अधुरो सपना बोकेर गाउँ र्फकंदै छौं ।

दोस्रो दिनसम्म स्वैच्छिक अवकाश रोजेका सात सिवरका १ हजार १ जना माओवादी लडाकुलाई सरकारले उपलब्ध गराउने पहिलो किस्ता रकम वितरण गरिएको छ । तेस्रो र चौथो डिभिजनमा शुक्रबारबाटै वितरण गरिए पनि अरूमा शनिबारबाट थालिएको हो । चित्त दुखाएर र्फकंदैछन् लडाकु

पाँचौं डिभिजन मुख्यालय दहवनमा चेक बुझ्दै गरेकी रोल्पा जुंगारकी तुलसा सुनार शनिबार निकै दुःखी थिइन् । ५ हजार बाटो खर्च र २ लाख ५० हजारको कृषि विकास बैंकको चेक हातमा लिँदा उनले निकै आत्मग्लानि भएको बताइन् । '१० वर्षको कमाइ यही हो त ?,' उनले भनिन्, 'यसले के गर्न सकिन्छ ?'सुनारजस्तै स्वैच्छिक अवकाशको चेक बुझेका कसैको मुहारमा पनि हाँसो थिएन । १० वर्षे युद्ध र ५ वर्षे शिविरको बसाइ उपलब्धिहीन भएको उनीहरूले गुनासो गरे । 'आजसम्म देश र जनताका लागि लडियो', कपिलवस्तु शिवगढीकी सीता बुढाथोकीले भनिन्, 'तर अहिले के भयो त ? हाम्रो समाज त्यस्तै छ । फेरि उही असमान समाजमा र्फकंदै छौं । जीवनका १५ वर्ष त्यत्तिकै खेर गयो । न पढाइ, न कुनै काम ।'

Party sources say the Bhattarai faction´s move comes at a time when his organizational base has depleted since getting elected to the post of prime minister, and he faces the challenge of retaining leaders loyal to him who have been backing him for years. The senior leaders of the faction have held separate gatherings in the capital lately to “safeguard the ideological line” in light of the growing intimacy between Chairman Pushpa Kamal Dahal and Senior Vice-chairman Mohan Baidya. On January 21, senior party leaders from the faction met at the private residence of Bhattarai in Sanepa. The prime minister himself participated in the meeting that was coordinated by his political advisor Devendra Poudel. |
